Fire Safety

Fire Safety Policy

Introduction

This policy applies to all users of the Rosebery Wellbeing Centre.

Policy Statement

A Fire Risk Assessment has been carried out in conformance with the Regulatory Reform (Fire Safety) Order 2005 (England & Wales)/ the Fire (Scotland) Act 2005 (Scotland)/ the Fire Precautions (Workplace) Regulations (NI) 2001 (N. Ireland). The Risk Assessment is maintained and updated annually by the Managing Director of CCMG LTD and is available to Hirers on request.

All users must ensure that they are familiar with the alternative means of escape in case of fire by walking the routes from the area in which they are employed. Users should familiarise themselves with the designated assembly points and all fire exits.

When users are required to evacuate the premises they will ensure that they:

  • DO exit quickly and calmly by the nearest exit route
  • DO go directly to open air
  • DO close the door behind
  • DO NOT stop to collect personal belongings

Procedure

All Hirers are required to keep a log of the people attending each time they use the Centre.

Any staff member from the medical centre visiting the Centre building must inform the Fire Officer before going and when leaving.

When the Charnwood GP Network office is in use the most senior member of the team will be responsible for knowing who is on site at any point in time.

ANY PERSON SUSPECTING OR DISCOVERING A FIRE SHOULD:

  • Raise the alarm by breaking the glass of the nearest fire alarm call point
  • Dial 999 – ask for the Fire Brigade
  • If circumstances dictate or if ordered to do so leave the building by the nearest available exit route

ANY PERSON HEARING A CONTINUOUSLY SOUNDING FIRE ALARM MUST DO OR NOTE THE FOLLOWING:

  • Leave the building by the nearest available exit route.
  • Go directly to the assembly point by the car park gates.
  • Fire Marshals should ensure that all users in their area have left the building.
  • Never re-enter the building until instructed to do by Senior Staff Member or the fire brigade.
  • Instructions given by the nominated staff (Fire Marshals) must be followed
  • Breaches of these procedures will be considered serious.
  • Nominated Fire Officer or deputy, once satisfied the emergency is being managed within the building, will go to the assembly point and liaise with Fire Marshals.

When the fire brigade arrive the Nominated Fire Officer or deputy will make him / herself known to the fire officer in charge and pass on relevant information.

Evacuation Procedures for Disabled Person(s) and Wheelchair Users

On hearing the fire alarm the Fire Marshal within that area will ensure that disabled persons wheelchair users evacuate the building by the nearest available exit and proceed to the assembly point.

Provisions for Deaf/ Hearing Impaired Persons

Visual signs are situated throughout the building and sounders will flash red. Deaf or hearing impaired persons are encouraged to advise others if they are likely to be in an isolated/quiet area at any point in order they may be notified in the event of a fire alarm being raised.

Provisions for Blind/ Visually Impaired Persons

Blind and visually impaired persons should, with their nominated assistant, agree a procedure for evacuation in the event of a fire alarm being raised.

Evacuation Drills

In accordance with fire safety legislation the Directors will carry out fire evacuation drills from time to time. These drills will monitor the effectiveness of local evacuation procedures and be logged.

Training Instruction and Information

All new Centre users will be asked to confirm that they have read this policy and are familiar with escape routes, the location of fire extinguishers, call points and the assembly point for the complex by the car park gates.

All new Centre users will receive an induction that points out the location of the above and are responsible for disseminating this information to those attending their class, meeting or event.

List of Officials and Duties

From Monday to Friday 7.30am - 6.30pm

Nominated Fire Officer

The nominated fire officer for the Rosebery Medical Centre complex shall be the receptionist on the front desk in the medical centre.

Nominated Fire Marshals

Charnwood GP Network Office – Helen Rose or the next most senior member of the team in her absence.

Wellbeing Centre Hall – The event organiser will be the Fire Marshall for the area that they are using.

Outside of Monday to Friday 7.30am - 6.30pm

Nominated Fire Officer

When the Wellbeing Centre is being used outside of the times above it is probable that no member of GP practice staff shall be on site and as such the event organiser shall be responsible for evacuating the building and liaising with the fire department until a member of staff arrives. This may also include liaising with Pharmacy Staff who may be present in the medical centre.

Paul Hanlon (Managing Director) or another Director in his absence will be called automatically to attend site in the event of alarm.

Nominated Fire Marshals

Wellbeing Centre Hall – The event organiser will be the Fire Marshall for the area that they are using.

Duties of the Fire Marshalls

GP Network Office

  • Ensure that the alarm has been sounded.
  • Ensure that all GP Network staff leave the building immediately and in an orderly fashion.
  • Ensure that the doors are closed as staff leave the building.
  • Ensure that no persons remain in the Office.
  • Ensure that disabled persons or those with mobility / sensory problems are assisted to evacuate the building.
  • Ensure that no persons enter the building during the emergency procedure.
  • When the Nominated Fire Officer arrives, pass on all relevant information.

Wellbeing Centre Users

  • Keep a log of all attendees at the meeting.
  • Ensure that the alarm has been sounded.
  • Ensure that all attendees are aware of the emergency.
  • Ensure that all attendees leave the building immediately and in an orderly fashion.
  • Check the male, female and disabled toilets as the building is exited.
  • Take the attendance log out to the fire assembly point.
  • Ensure that the doors are closed as staff leave the building.
  • Ensure that disabled persons or those with mobility / sensory problems are assisted to evacuate the building.
  • Ensure that no persons enter the building during the emergency procedure.
  • When the Nominated Fire Officer arrives, pass on all relevant information.
  • If outside of the hours detailed above, liaise with the Fire Brigade until such time as the Fire Officer or their representative is able to attend site.
